If the vehicle configuration has been reduced to the smallest dimensions possible and still exceeds any of the following statutory limitations listed below, the applicant may be eligible for a hauling permit.

 - Semitrailer - 53 feet, provided that the semitrailer has a distance of not more than 41 feet between the kingpin of the semitrailer and the rearmost axle or a point midway between the rear tandem axles.  May be prohibited on certain highways where posted.

"L" is defined as the distance in feet between any group of two or more consecutive axles, when measured longitudinally, from the center of the axle to the center of the axle, with any fraction of a foot rounded to the next highest foot.

IDOT is authorized by the Illinois Vehicle Code and the 92 Illinois Administrative Code 554, Sub-chapter F, with respect to highways under its jurisdiction that IDOT may, at their discretion, upon application and good cause being shown therefore, issue special permits authorizing the applicant to operate or move a vehicle or combination of vehicles of a size or weight of vehicle or load exceeding the maximum specified in this Act or otherwise not in conformity with this Act upon any highway under the jurisdiction of the state of Illinois. 

An Oversize/Overweight permit is required, when a vehicle or load exceeds legal sizes and weights, and is to be moved upon or across a highway for which the state is responsible. Permit applications are reviewed for bridge tolerances, construction zones, height clearance and several other safety concerns. 

The new Illinois Transportation Automated Permit system (ITAP) system allows customers to go online and apply. Most permits are immediately issued. Oftentimes, in order to complete your move, roads NOT authorized to be permitted by IDOT may be necessary. In all such cases involving local jurisdiction roads, permittees MUST obtain permission from appropriate local authorities prior to movement.

Before you apply

Before you order your permit, please gather the following information:

1. Will this be a single or round trip move?

2. Will the object being moved be loaded on a trailer, towed by a truck while on its own wheel base, or driven under its own power.

3. What is the object being moved (Load Description), including two (2) of the following three (3) items if the load is overweight; manufacturer, model number or serial number of the load being moved (not the vehicle moving it).

4. Overall dimensions (width, length and height) of the truck/trailer when loaded or the own powered unit.

5.If overweight:
License plate and state of the hauling unit, if exempt, serial number of the own powered unit

6. Origin of load:
    - If starting within Illinois, an exact address can be used.

PERMIT RESTRICTIONS

General - Permits are valid for 7 days. Travel is permitted from one-half hour before sunrise to one-half hour after sunset, although the Department of Transportation may grant night and weekend operations depending on the dimensions of the load. Night and weekend travel must be requested at time of ordering.

To be eligible for an oversize or overweight (or "extralegal") permit, the main criterion is that the load be non-reducible, that is, that it cannot be reduced down and transported in a legal vehicle.

Divisible load permits are not available. Vehicles with lift axles are allowed overweight permits if inspected by Department of Transportation.

The permit shall be carried in the vehicle to which it refers at all times while the vehicle is within the highway limits. (California Vehicle Code (CVC), Section 35783)

When height of load exceeds legal limit, it becomes the responsibility of the permittee to check all underpasses, over-crossings, bridges, overhead wires or other structures for impaired vertical clearance and to arrange clearance or request alternate routing before commencing travel.

All loads/vehicles over 8'-6" in width, 80 feet in length or more than 10 feet of overhang shall display warning signs. Signs shall be posted on the front and rear of the vehicle or on the front of the lead vehicle and the rear of the back trailer with multi-vehicle combinations. Signs shall have black letters on a yellow background and comply with Section 502.9 of the Departments "Transportation Permit Manual". Flags shall comply with Section 25104 of the CVC.

Use of Platform Trailers – 
The California Department of Transportation’s long standing policy is conventional trailers must be used when possible on California highways. This policy was discussed and agreed to by representatives of the trucking industry through the Caltrans Advisory Committee (CAC), more than 10 years ago.

However, platform trailers may be allowed only as the last resort in situations where conventional hauling equipment cannot be used. Approval to use platform type trailers requires a policy exemption. The customer is responsible for explaining why conventional hauling equipment cannot be used and providing supporting documentation.

Policy exemptions are considered on a case-by-case basis. If an exemption to use platform trailers is approved, the customer will be required to mitigate the impacts that platform trailers may have on California highways. This may include the following costs:
 - Perform and assess current roadway condition (e.g. coring sample)
 - Provide pavement analysis (stamped by a registered civil engineer)
 - Provide restitution for the reduction in pavement service-life
 - Provide protection for highway and bridge facilities (e.g. steel plating, blanket of asphalt concrete, etc…)
 - Provide monitoring of pavement conditions during the move
 - Restore state facilities to pre-move condition

All requests must be supported with documentation detailing or outlining the steps that the customer has taken to comply with California’s laws and the Department’s oversize and overweight policies.

Insurance - Not required to be on file. Exempt carriers must have public liability insurance of $600,000; ICC-regulated carriers must follow federal standards ($750,000-$5,000,000, depending on the commodity hauled and hazardous nature).

Weekend/Night Travel "Darkness" as defined in the California Vehicle Code (CVC) Section 280…. any time from one-half hour after sunset to one-half hour before sunrise...". Reference to "sunset" and/or "sunrise" on the permit includes this one-half hour grace period before and after sunrise and sunset.

Holiday – Loads that request travel during holidays, or travel across the San Francisco-Oakland Bay
Bridge (SFOBB) may be subject to restricted travel days or times.
See “Special Conditions for Holiday Travel” for restrictions that apply during holiday periods. In summary, holiday travel is prohibited when the the movement requires an escort. 

Restricted holidays are:

 - New Years Day, January 1st
 - Washington’s Birthday, 3rd Monday in February
 - Memorial Day, Last Monday in May
 - Independence Day, 4th of July
 - Labor Day, 1st Monday in September
 - Thanksgiving Day, 4th Thursday in November
 - Christmas Day, December 25th

Restricted 4:00 pm – 12:00 am the day before the holiday and from 12:00 pm – 12:00 am on the holiday or days of the holiday weekend. Travel is authorized, subject to 24/7 policy, from 12:00 am or sunrise to 12:00 pm during any of the prohibited days or times.

Inclement Weather – Movement shall not occur in snow, fog, rain or wind when visibility is restricted to less than 1,000 feet (304.8 meters). Movement is prohibited when road surfaces are hazardous due to rain, ice, snow or frost, or when use of tire chains is mandatory. In addition, manufactured housing shall not move when the velocity of the wind is such that it causes the vehicle being towed to whip or swerve from side-to-side or fail to follow substantially in the path of the towing vehicle.

Any accident caused by excessive wind or weather conditions shall be considered a prima facie violation of this condition.

Permit Information Required - Tractor and semi-trailer information; load description and dimensions; overall dimensions; kingpin setting; applies to tractor/semi-trailer >65'; pier and berth locations (when applicable); origin and destination; routes to be traveled; effective dates.

PERMIT TYPES
Single Trip – 7 Consecutive days duration. A single trip permit is from a single origin to a single destination in one direction of travel. Single item non-reducible only.

Variance Permit - All applications over 15 feet in width, 17' in height or over 17', over 135 feet in length, or on special hauling equipment which exceeds the Department's standard method of weight classification must be approved by special processing. Written route surveys are required from the applicant for heights equal to or greater than 17'-0 ".

Variance requests shall be submitted to the Transportation Permit Office no later than 30 days in advance of the proposed move. The application should be addressed "Attention Variance Coordinator." Applications shall include inspection reports, engineering justification from the manufacturer and drawing of the item(s) to be moved.

In addition to the above, the variance program provides a means to apply for exception to policy when good cause exists. Written application should explain the nature of the need for exception and what safety measures will be taken.

Annual – One-year duration. Available for certain envelope loads or specific vehicles on specified highways.

Repetitive – Maximum 90-day duration. Basically a single-trip permit for the delivery of the same load over the same route on a repeated basis. They may be renewed after expiration.
Repetitive permits are not available for variance loads.
Repetitive permits are available for vehicles or vehicle-combinations hauling a load with the following dimensions:
 - Height = 14' - 6" max.
 - Width = 12' - 0" max.
 - Length = 90' - 0" max.
Repetitive permits with load(s) are valid for one-way travel only. A separate permit might be required for the unladen return trip if the vehicle is extralegal in length.

PERMITS: Washington oversize permits valid for three days. Must have permit prior to entering the state. Washington permits can no longer be purchased at POEs.

OPERATING TIME: One half hour before sunrise to one-half hour after sunset, including Saturdays and Sundays. In addition, vehicle/loads not exceeding 12′ wide, 14’6″ high and 105′ long, including legal overhangs, may run at night with proper lighting defined by Federal Regulations 49 CFR 393.11.

RESTRICTED TRAVEL: Monday through Friday time/width curfew restrictions for the vicinities of Seattle-Everett, Tacoma, Olympia, Vancouver and Kelso are listed on the Commuter Curfew Hours sheet which accompanies permits. A validation number for permission to use city routes in Seattle and Tacoma.

MISCELLANEOUS: All lift axles must be on the ground if exceeding legal axle weights. Overweight single piece loads must be reduced when possible. Loads created by means of welding, bolting, or tying will be considered to be reducible.

SIGNS, FLAGS & LIGHTS: “Oversize Load” signs are required for all oversized loads at the front of the tractor at a height of 5′ from ground level (or as high as practicable on the vehicle or load if it cannot accommodate the 5′ height), and at the rear of the vehicle at a height of 5′ to 7′ from ground level (or as high as practicable on the vehicle or load if it cannot accommodate the 5′ to 7′ height). Signs are not needed for overweight only loads. Flags must be displayed on all four corners of all overwidth loads, and at the extreme ends of all protrusions, projections, or overhangs.  When night movement is allowed, loads projecting beyond the sides of the vehicle must have amber lights visible from the front and side at the outermost extremities. Rearmost edge of the projecting load must be marked with a red lamp visible from the rear and side.

FINES 
Overdimension Only: $122.00 

Overweight Fines: 

(1) First Offense, basic penalty of not less than fifty dollars; a Second Offense, a basic penalty of not less than seventy-five dollars, and a Third or Subsequent Offense, a basic penalty of not less than one hundred dollars. 
(2) In addition to the basic penalties, the following fines will be imposed for each pound overweight, as follows: 
(a) One pound through four thousand pounds overweight is three cents for each pound; 
(b) Four thousand one pounds through ten thousand pounds overweight is one hundred twenty dollars plus twelve cents per pound for each additional pound over four thousand pounds overweight; 
(c) Ten thousand one pounds through fifteen thousand pounds overweight is eight hundred forty dollars plus sixteen cents per pound for each additional pound over ten thousand pounds overweight; 
(d) Fifteen thousand one pounds through twenty thousand pounds overweight is one thousand six hundred forty dollars plus twenty cents per pound for each additional pound over fifteen thousand pounds overweight; 
(e) Twenty thousand one pounds and more is two thousand six hundred forty dollars plus thirty cents per pound for each additional pound over twenty thousand pounds overweight.

Violation of Posted Limits — $150 minimum and additionally upon a second violation within a twelve month period involving the same power unit, suspend the registration for not less than 30 days.Fines are calculated based on permit weight. Permit is void if violated. Operators may be fined for either an over axle or over gross violation, whichever produces the greater fine. Drivers may not shift load to avoid an over axle citation.

PERMITS: New York oversize permits are valid for five travel days. New York City permit is good for one several hour period, either day or night depending on dimensions and routes. New York Thruway usually one to three days.

OPERATING TIME: One-half hour before sunrise to one-half hour after sunset, Monday through Friday, and may travel on Saturday until Noon, if not over 12′ wide or 72′ long (85′ on approved routes), legal height, and able to “maintain traffic flow speed.” This includes I-84 and other NY Thruways. Overweight only up to 96,000 pounds may travel 24/7.  Movement not allowed on major holidays, and Friday afternoons before some holiday weekends.  New York City: Night travel may be allowed or it may be required in New York City or on Long Island, depending on dimensions.

RESTRICTED TRAVEL: At 14′ wide, 14′ high, 90′ long, no travel through business districts between 7:00 a.m. – 9:00 a.m. and 4:00 p.m. – 6:00 p.m. At 16′ wide, 15′ high, 100′ long or greater, no state travel between 7:00 a.m. – 9:00 a.m. and 4:00 p.m. – 6:00 p.m.. No travel on major holidays. Travel shut down is usually 12:00 Noon the day before a holiday or holiday weekend. NYC is more restrictive. Other time restrictions may be listed on permits for local areas.
New York City: Separate permit is needed. Travel restrictions are numerous and permits/escorts are expensive. Permits for city are issued for one period either at night or during the day, not both. Over 10′ wide, except on Interstate and truck routes, has to be a night move (10:00 p.m. to 5:30 a.m., Monday through Thursday, and 12:01 a.m. to 5:30 a.m. Friday night-Saturday morning (after midnight) and Sunday night-Monday morning. On Interstate and George Washington Bridge only, over 10′ and less than 12′ wide may travel Monday through Friday 11:00 a.m. to 2:00 p.m.. Over 80,000 pounds gross weight has to be a night move, route survey required to get permit. (Note: NYC DOT sometimes requires night travel for smaller loads). Special permission may also be needed on bridges going into NYC.

NY Thruway: Separate permit is needed for the Thruway. Thruway includes I-87 (NYC to Albany), I-95 (NYC to Connecticut), I-287 (connecting I-87 with I-95), I-90, and I-190 (connecting Buffalo with Niagara Falls). Loads over 13’6″ height are not allowed. Overweight permits are very expensive on the NY Thruway so we normally avoid it.

SIGNS & FLAGS: “Oversize Load” signs are required to the front and rear on all oversized loads, including high loads. Red or orange fluorescent flags (18″ square), mounted on staffs, are required at all corners at the extremities of load or trailer for any over width or over length load. (For night moves, use amber warning lights to front or side in place of flags, and red warning lights to rear). Overhang of 4′ or more requires flags on staff at end of load or lights at night (two flags required at extremities of overhang if width of overhang is more than 2′).  All headlights and external lights must be turned on for wide, high, or over length loads. For wide or high loads (over 8’6″ wide or 13’6″ high), power unit must have a minimum of one amber light (6″ minimum to 9″ maximum in size) located on top of the vehicle and visible in a 360-degree radius. In New York City, loads over 10′ wide must have two flashing yellow lights at each end of the load; loads over 14′ wide require two steady yellow lights attached to rear of the load.

NYC Note:
Loads going into or through New York City require a permit and one escort if overall length exceeds the legal length of 65 feet!  This also applies when trailer is empty after dropping a load in NYC area.

"Oversize Load" sign and warning flags 

(a)    "Oversize Load" sign. All oversize vehicles and loads moving under permit must have the regulation "Oversize Load" sign attached to the front of the towing vehicle and on the rear of the load or towed vehicle, whichever extends the farthest.

The "Oversize Load" signs shall not be displayed on a vehicle that is of legal dimensions. Regulation "Oversize Load" signs must meet the following requirements:

    1.   Color. The sign shall consist of a yellow background with black lettering.

    2.   Size. The sign shall be at least five feet long and at least fourteen inches high. The letters shall legible from a distance of at least fifty feet and shall be at least eight inches high using a one and one-eighth inch wide brush stroke.

    3.    Placement of sign. The sign mounted on the rear of the load or the towed vehicle whichever extends the farthest must be as high as practicable from ground level. For manufactured homes, the sign must be no lower than five feet from ground level. If an escort vehicle is required, the regulation "Oversize Load" sign shall be mounted either on the roof or on the front of the escort vehicle, if movement is on two-lane highways or super two-lane roadways, or on the rear or on the roof of the escort vehicle, if movement is on multi-lane roadways.

    4.     Wording. The wording shall state "Oversize Load" or "Wide Load". 

    5.    Sign material. The sign shall be made of a durable material.

(b)    Warning flags. All overwidth and overlength vehicles and loads moving under permit, excluding extra-length vehicle combinations, shall be marked by warning flags. All loads which overhang the rear of the vehicle or trailer by four (4) feet or more shall be marked by warning flags. Warning flags must meet the following requirements:  

    1.    Color. Each flag shall be a solid red or flourescent orange.

    2.     Size. Each flag shall be at least eighteen inches by eighteen inches.

    3.    Placement of flags. Flags shall be placed at the four corners of the vehicle or load and on the extremities of the vehicle or load, if applicable, in the following manner:

           A. Front. Two flags required: a flag shall be fastened to each front corner or extremity of the vehicle or load, whichever extends the farthest, if the width requires the vehicle or load to be permitted.

           B. Rear.
 - Overwidth. Two flags required: a flag shall be fastened to each rear corner or extremity of the vehicle or load, whichever extends the farthest, if the width requires the vehicle or load to be permitted.

 - Overlength. If the rear overhang of the load extends beyond the end of the vehicle by four feet or more:  
    (I) One flag required: a flag shall be fastened at the extreme rear of the load if the width of the load projection is two feet or less.
    (II) Two flags required: a flag shall be fastened to each rear corner of the load if the width of the load projection is more than two feet.

         C. Side. Flags required: A flag shall be fastened in such a manner so as to mark any extremity of size which is wider than the front or rear of the vehicle or load, whichever is wider.
